You can use gravel from the driveway, round river rocks sold in the Dollar stores or other places crafts are provided, or river rocks you retrieve from river beds yourself. Just place them in several layers for small stones or one to two layers for fish sized river flat rocks. The water will trickle down through them when you water your plants but your cats won't dig if you put enough "stones" in their way.
River rocks work well and most are too big for a cat to play with, any good stream has big flat rocks that would fit in the planter yet be too big for the cats. I have a few dozen waiting now for a project, if you lived close I would donate them to you! best of luck
