You can just use a rag to apply it but that stuff is super slippery. So you would have to wipe it down completely after you put it on so that it is safe to use the stairway. I would look into wood conditioners so that you don't have any issues.
Coconut oil is not a really great cleaning agent. Also make it slippery. Just mix up some Dawn dishwashing liquid and water. and try that first.
Mix white vinegar and coconut oil, in equal parts. I use this on raw or stained wood. It cleans and protects/ shines all at once. Buff with a soft cloth after applying. Test in an inconspicuous area first.
