You will have to make sure that you seal the paint for water use.
I’ve painted camouflage on a steel job box that sits outside on my lake property by using 3 colors of camo paint and making paper bag templates for the shapes I want.
Hold the template 4” away from the canoe and do all of the one color at a time. Let it dry before going on to the next color.
Camo spray paint is flat or matte finish. And “official camouflage” spray paint is $2 more per can, so go to the largest big box store you can and read labels for flat or matte finish in the cheaper spray paint.
Hi Linda, this is a video I hope will help you paint your canoe camo. ► 5:19Painting the Jon Boat Camo - YouTube

I watched my neighbor car guy do a car, he laid various leaves and ferns over the base coat and sprayed varous greens.... it looked great. Practice on some poster board first.
I would suggest spray paints.
