Salt water prayer with a sprayer, they should did wear gloves and pull down.
You have two options, if you want to rid your fence of weeds, and there is not grass right up to the fence or you are not protective of the grass right at the fence, you can use the spray with vinegar recipe. (I will post it). OR if you want to protect the grass and kill the weed use Tenacity in a sprayer. The companies that abandoned round up now use Tenacity in the sprayer. Here is the recipe for the vinegar if you want it: https://www.hometalk.com/diy/outdoor/pest-repeller/weed-eat-no-more-43404548
Weed Eat No More
We had this problem also. Carefully sprayed ground cover killer on our side of the fence. Put down a double layer of landscaping fabric, used metal edging to make an irregular border and added river rock. Mulch would be a cheaper alternative. Has worked well so far.
I would just put on some gloves and pull the vines - as long as they aren’t poison oak or something like that. (Which you would want to avoid touching.)
