Clean paneling good. Then apply a good primer like kilz.

But what about the lines in it, won’t they show through the wallpaper?

I have papered many paneled walls. If you want the grooves to somewhat show paper away. I would of course do a coat of sizing or I see they now are just using primer. If you want a smoother wall there are self adhesive wall liners you can put up first then put your paper over that.

Hi, Jeannie. My husband and I have wallpapered over paneling in several rooms. We used sheet rock mud to fill the grooves, sanded, primed with kilz and then applied the wallpaper. A lot of work but worth it. We also have painted over paneling in several rooms (after priming). You forget there's paneling under there. We like the look.
