  • Vinegar is usually a good cleaner. From what you say, you will need to do some scrubbing. After that, it's your choice to paint or cover the inside of the cabinets.

if they have a musty odor you would need to get rid of that first and baking soda should remove the odors then clean with TSP (read instructions) you can get at Home Depot or soap oil

I buy Dollar Tree Awesome Orange in half gallon, and the Awesome Degreaser gets the outside stuff off quick. I use a big car sponge to make quick work of it, and one of these hand held brushes works good too, and the round plastic scrubbies get any hard to get bits off. I put the solution in hot water in a small rectangular tub that fits in the cabinet where I'm working.

I've had client's hire me to paint the inside of old cabinets, I use Kitchen and Bath semi-gloss paint usually white, but pops of brighter colors like very modern.

When clients ask me to line the shelves, I prefer the stuff on the roll thats like a rubber mesh. Keeps things in place, lays flat.
