Check at your local hardware store for a mold removal solution. If it's minor, white vinegar will clean mold spores. Then you can clean the area. Just make sure you remove the source of the dampness causing the mold.

When we moved houses, we had an engineer come out and look at some leaking cracks and mold in our crawl space. Once the cracks were patched, he had us simply spray all the mold with a bleach water solution.
If your basement is always damp, definitely invest in a dehumidifier. Without ours, the basement gets musty and moldy in summer weather.
