Wall to wall carpet or just an area rug?
If an area rug, use carpet tape. We have it on our vinyl floors and it works great. If permanent wall-to-wall carpet, I don't think I'd do that without removing the laminate first.
I wouldn't do that for the fact that if you want to clean that carpet, any water seeping into the laminate underneath could cause warping..... and a very uneven floor.

It is not the best idea to carpet over laminate as others have mentioned. In addition, I found this on the web....
Many carpet installers will not put carpeting over laminate. ... Removing a laminate floor is easy to do because it is loose-laid. Installing wall-to-wall carpeting is not advised because nailing tack strips to the perimeter of the room would restrict seasonal movement of the laminate and could cause it to buckle.
