Quilts are heavy things. You will have to attach it to the wall studs with screws or nails. Must be driven in at angle to catch the 2x4 and go into the stud. Think towel bar as to shape. and use 2x4 pieces. From wall to bar should be 8 to 10 inches to give room for quilt to hang. Then add cross bar from side to side.
Try hanging a towel bar up same thing
hanging one porch would not take much engineering (this quilt was probably thumb tacked up) . For multiple quilts why not have a standing ladder type arrangement where the weight is on the floor?
