Depending on the age and condition of the paint on your cement steps you may be able to use a power washer to remove it. The power washer may not remove all of the paint but it may remove a fair amount. You can then use a bit of stripper to get up the rest. You will have to let everything dry very, very well for a few days if you plan on repainting.
Paint stripper or a heat gun stripper should work.
I would try a power washer and a metal brush.
