Just like painting any cabinets. Clean, dry, prime and paint. Do not sand the laminate.
Try BIN shellac-based primer by Zinsser. It comes in a spray can (not sure how many cabinets you're talking about) or quart, gallon, etc. You should be able to find it at Home Depot, Lowes, or any hardware store that carries paint. You're going to want a paint sprayer for the paint.

Definitely clean and degrease the cabinets with TSP or TSP substitute first. A binding primer like Gripper by Glidden or Adhesion by Kilz would also work well on the surface. A sprayer would be ideal but the paint can also be applied using a small foam roller. I hope this helps!
