For the cat urine, I would use a pet enzyme cleaner, Nature's Miracle can be found at any pet center.
Cigarette smell I have gotten out by repeatedly spraying with Frebreeze after a good cleaning. Get the extra strength one at the Dollar Tree.
Pet store and get cat pee cleaner work good
Cover with scoopable kitty litter for a few days. It will absorb urine smell. Then sweep it clean.
