Hi Brenda,
Try PVC Cleaner, or Car cleaner.
We clean ours in the bathtub. Plenty of room to work. Use you favorite non harsh cleaner. Mat also need a scrub brush..
Dust them with a brush attachment on your vacuum and soak them in the bathtub or hose them off outside.
I do what Tom does. I dunk them in a tub with a little Dawn. Then rinse and hang outside to dry
TUB filled with HOT water. Add powered DW detergent., swish around until dissolved . Drop in blinds and swish up and down as best you can and let sit, overnight is great. Swish blinds up and down again and empty tub. Rinse if water was extremely dirty. Then I stand the blinds up on end in the tub to drain thoroughly.
Results amazing.
