It's going to depend on what the window frames are made from: wood, vinyl or metal. I wouldn't recommend painting vinyl frames because of the expansion and contraction. Wood frames would have to be sanded and primed prior to painting. Metal frames could be spray painted using a rusty metal primer first (it works well in keeping paint adhered to metal).
