Hi Sherry. I'm Cindy. Stir a cap of liquid fabric softener into one quart of water. Sponge this solution on to the wall paper. Let it soak for approx 20 minutes. Then scrape the paper from the wall. Work in sections so that one section could be absorbing the solution while you work scraping in another section. If the wall paper has a water-resistant coating, you might need to score it with a wire-bristle brush before treating with the fabric-softener solution. Good luck Sherry.
I use a 50/50 mix of vinegar and warm water in a spray bottle. Spray the wallpapwer and let it sit. Then use a putty knife to scrape it off.
Score the paper with a tool they sell all over them spray with hot water from a spray bottle let sit 20 min ty a spot i it ones off easy then scrap if not wait longer and e spray

Hi Sherry, if you can get a steamer it is the cleanest way to get the wallpaper off, it uses only water so you jut need some old towels to absorb the excess that drips to the floor, and no toxic chemicals! Run the steamer right on the wallpaper and use a plastic scraper to loosen it, then once you get going with the steamer you should be able to peel it off.
