How can I make a rock stairway out of a retaining wall?

I have a simple 4’ retaining wall of random rocks, and a slope up from my driveway which ices up in winter. I want to pull apart the rocks, and insert a rock/ cement stairway without using wood. Anyone have pictures?

Maybe take the rocks away we’re you want it to go then make steps out of dirt then cover them with the rocks maybe get river rocks to cover steps
