With a rag and soap.
Could be calcium from your water....soak a rag in vinegar and lay it around the faucet for a few hours, or over night. Should be loosened up and will come off easily.

Hi Colette, likely hard water stains, you can use white vinegar or calcium lime & rust remover to get them off, once you do get them clean, be sure to wipe with a dry towel if if splashed when washing in the sink.
