A photo would help. What are the walls made of?

There is wallpaper glue for mending wallpaper. I will check with Amazon first to see if that.

Barbara: the first thing you must do is find out WHY this issue is happening! ...or it may continue getting worse. foundation issues? moisture? ...get a structural engineer to give you some answers -- or you might just be putting a bandaid on a much larger issue!

We bought an old house years ago that had the original plaster walls and ceiling in the upstairs hall. Paper was peeling from the ceiling and walls. No leaks, no moisture, but it hadn't been heated while it was empty, and I think the temperature fluctuations created the problem. I pulled the loose stuff down, painted, and didn't do much else other than add a window in the outside wall and put a runner on the floor. Finally, ready to deal with it, we steamed and scraped all the old finishes. We were careful to not saturate the plaster. Except for a few cracks, the plaster was in good shape under the awful finish. Patching the cracks (which mainly we were around nail holes), sealing and painting made a huge difference. Figure out what is under the peeling, address any issues, and go from there. I watched videos about repairing plaster before I started, so do some research first online.
