I want to put rocks or cedar chips to cover the area so nothing grows except my cactus.

Hi Shar, sorry you are dealing with this problem. Hope this helps you. How to Kill Grass Invading a Flower Bed

    • Lay down sheets of newspaper over the invasive grass.
    • Wet the sheets of newspaper with a hose. Get them wet enough that they won’t blow away in the wind.
    • Use a granular pre-emergent herbicide that’s compatible.
    • Pull up any existing grass in the flower bed.
    • Water the flower bed with a ½ inch (1.3 cm)...

i would just water it well and try to pull the grass out. A weed barrier with rock on top would kill whatever grass remains. Make sure you put down a weed barrier before adding the rock. Any kind of organic material like cedar chips will eventually disintegrate and turn into soil so then you will get more things growing on top of your weed barrier.

If you don't want to pull the grass out you can try Ortho "Grass b Gone" or Spectracide weed and grass killer. It might take more than one application.
