Can be helped by supplements and/or diet change. First take your dog to the vet to rule out any undiagnosed illness or condition. 12 1/2 years ago I rescued a dog with a chronic dry skin condition. It turned my household upside down and I changed everything, including on how I do laundry, in order to accommodate her needs. She can only tolerate one laundry detergent, even baby detergent Dreft didn't work. Many will suggest a fish oil supplement. My dog was allergic and she couldn't tolerate them. In my case, a high fat peanut butter helps. She gets 2 treats a day of a "natural" peanut butter. A tablespoon in morning and evening. I also cook her food (along with food for all the other animals in the house, every single day.) An oatmeal shampoo can help too. Only use when needed. Some dogs needed to be bathed more often than others. And surprisingly, a dip in the ocean soothes her too. I pop over to the coast as often as possible to get her in. We play ball with a chucker, and she loves to swim with me. It might initially be trial and error until you find out what does or does not work.
