    It should spread by itself but you could cut, let roots generate in water, then plant.

    Yes, most vines can be rooted in water and then planted as plugs

    You need to find out why it died back. Was it too hot or too dry and needed more watering? Did animals bed down in it? Was it disease? After the cause is found you can adapt your new regeneration plans. I suspect it may be something as simple as needing water or too much sun. Those are easy fixes. You can get more and plant them in with it if you like.
