Would epoxy hold up in a garden?

All depends on where you place the item and how much direct sun the item receives each day. I did a table years ago and as long as it was partially shaded, it stayed clear longer. When I moved to this house, where it was in full sun day in and day out, it was about 2 years before it started getting cloudy and yellow. Now that table was made 20 years ago, and the products have improved. I would study each product and even contact the manufacturer to see what they say. Or place the item where it isn't sitting in direct sun during the heat of the day, typically between the hours of 10 am to 4 pm. I am in Southern California with blazing sun, yesterday it was 104°. Didn't get below 80° till after midnight. So take those things into consideration.
