When I am helping disabled clients plan a mini makeover, we first plan the color(s), then we decide if we are going to paint? or use fabrics to make the change. Mostly we go with using fabrics to refresh pillow covers, add a slipcover to sofas or chairs, change curtains or blinds, add art/frames/mats in the color(s) for the walls.
I frequently start with decluttering the room and removing everything you don't love. Sometimes the old pieces can by upcycled by painting them or refinishing the furniture and picture frames.
