How do I get white paint off of a stained baseboard?

    If your baseboards have been finished with poly over the stain you can use a rough kitchen sponge to scrub it off. Just dampen the sponge with some warm soapy dish soap water and scrub gently. You can also try to scrape it off with a plastic spatula or a credit card. If your trim is not finished with a poly you can try a product called Goof Off (not Goo Gone--different product).

    I would try to scrape off with a flexible plastic putty knife or something similar.

    I think, it would all depend on what sort of paint has been used. Try a test area first - using - say sandpaper. If it is too difficult to remove (and it would be back-breaking work - been there done that), then I would suggest going to your local hardware/professional service center, with if you can dislodge, a small paint chip. They should be able to identify if it is either oil, or water based. But be careful. If you home is older, be very careful that the paint is not lead-based. Again, a professional hardware store/paint store should be able to advise you of the correct procedure.
