Have you tried using compound for cars? Or a clay bar, also for cars? Once it's clean, use Hope's Perfect Sink to keep it clean and shiny.

It has probably lost it's surface and needs to be re done, In the meantime if it is a stone of some type you could always try wipng it over with WD-40, it works on Marble. Good luck!
