It’s going to depend on what your window treatment is and how you’d open it and the window.

I would buy large decorative shelf brackets, screw them into the casing or the studs framing the window.

Screw the wood shelves into the brackets.

My windows are recessed about 4 inches from the wall itself. You could run the shelves inside those recesses (assuming you also have those) and then the curtains or window treatments could be hung as normal. The main problem would be cleaning the window and accessing the window itself.
