you could try liquid sand it takes the gloss off of wood paneling that has glossy surfaces. It makes the paint stick to surfaces.The paint didnt come off the paneling when i painted it.Id read the can first to see for sure.
Use grab it first then your your paint color 🐺
Sand the wood lightly to scuff up the surface. Then use a shellac or oil based primer before painting.
Clean the center lightly sand just an to full the finish, wipe the dust off, deal with Kilz, and paint.
