HOW CAN I REMOVE WHAT LOOKS LIKE WHITE PAINT SPLATTERED ON BLACK TOMBSTONE?

I would scrape carefully with a plastic scraper.
It may be big bird "droppings"...which needs vinegar and soap
cleaning. The black tombstone should be STONE, and be impervious to the cleaning solution. But check the reverse side
of the stone or if it is flat on the ground, scrape away some dirt to
expose the true stone. And test it.
