Can I use semi gloss paint on kitchen cabinets?

It would work well. Enamel is best or Fusion mineral paint. What matters most is your prep: sanding and priming very well.

Great! The more sheen on paint the more cleanable. I use semi gloss oil based paint. It's the longest lasting of all paint.

Check with a paint supplier, the make special paint for cabinets, Home Depot sells a paint called Cabinet Restore, very smooth, hard finish. Rust oleum makes a product too, but you need to ware a respirator when you apply it

You can, but it's going to require way more coats of paint for even coverage. It also shows brush marks so don't touch paint as it's drying. I prefer satin for cabinets.
