Depends on what you are planting and where you live. Terra cotta is good for cacti and anything needing less water. Plastic or ceramic is ok for everything else.

If you live where the temperature drops below zero in the winter, the planters will have to be drained. Otherwise there is a risk that they will crack when the frozen water/frozen damp soil freezes inside.
Similarly with plastic planters; they will need to be taken inside where it is above freezing temperature during the winter.
