Without seeing what “dresser” you’re specifically recalling- then stencils or transparent decals are solutions that you can design, fabricate or buy.
Consider that in order for these things to work, that the surface has to be prepared & cleaned.
Then “what paint” one uses depends on the existing surface finish & the expected durability.
Amazon has a large selection of decals. I am going to paint an old wooden stool and put a decal over the seat and poly over that. You could also stencil or add a picture if you poly over it.
