How can I make a flower bed on concrete stairs?

I have concrete stairs that I have had a deck built over and made new stairs to enter onto the deck, and I want to make a flower bed on the old steps but want to plant Perinnals. Will they be able to sustain a winter on the concrete like that and return every year? I want to plant mums, it is the south side of my house and I live in NW Arkansas

    What are your winters like? We have freezes in NM and experience temperatures below freezing. I'm going to pull our plants and cover the planter with a bed sheet till next spring.

      We get below freezing and mine have come back every year that I planted in the ground but I didn’t know if being concrete underneath would cause more freezing. I also have lantana planted outside that has been coming back for years and getting bigger and bigger!

    Probably not. Anyway, I've never had mums last past one year. I quit buying them.
