Hi Vivian, if it's painted with oil paint, your best bet is to sand it down first. I would suggest sanding the edges to start. You may find that you like the look and don't need to sand any further. If sanding is not your thing, you can use an enamel paint to change the color. Any water-based paint will peel off
You can use latex paint over oil-based paint, Vivian. You just need to give it a light sanding and clean it with TSP. Apply a primer, let it dry, and then your paint.

Stick with the oil based. Better quality paint. Wash down with TSP, lightly sand off sheen. Prime with oil based primer. Lightly sand if not smooth. Apply 2 coats of oil based paint or spray paint.
I prefer to strip and sand it down before repainting.
