It's important to use a paint that is made for concrete and also is non-slip. Check with your local hardware/home improvement store. Here's a link with some tips on painting them:

Have you considered masonry paint? It is a good choice for concrete painting because it contains binders that contract and expand with the concrete. Masonry paint could be slippery when it rains, so what you could also do (when it has dried), is tape off on the tread area and spray on a non-slip paint. Do this on a day when there is no wind to avoid overspray. Best to you.
We always added a couple of cups of sand to the paint to create a slip resistant finish.
Home Depot makes paint for concrete. It comes in colors too.
