I have ripped up the carpet in my basement and there is all this black stuff on my floor from the carpet. I am trying to find cheap ideas that I can do for the basement with out it costing me an arm and a leg.

Paint is the cheapest. Scrape up the black stuff, clean the floor and paint it. Do not use drylock on the floor.

Since the carpet adhesive residue is going to be a lot of work to fully get up and you’re going to need to degrease or otherwise clean the whole floor-

I would use a faux sponge roller cover and two similar shades of concrete paint and create a mottled/granite look.

    You could tile over.

One Hometalker used a hair dryer and scrapped off as much as they could of the warm residue. Then they were able to put some plank over the floor.

One person used WD Forty to help remove leftover black stuff on the floor.
