To cover like a roof? Install an awning. To cover the floor use an outdoor area rug.
Paint will peel eventually no matter where you live. In my area, staining is the preferred method as it just fades over time and easy to refresh when needed. Then toss own a pretty indoor / outdoor rug that can be hosed off periodically.
My daughter ripped off the indoor/outdoor carpeting. Invested in a high quality porcelain tile, guaranteed for 50 years, slip proof. Cost a bit, but not that much more than installing new carpet, looks 100% better, easy to clean, and adds to resale value.
I agree with Naomie - DON'T paint the porch! My HOA requires we paint, not stain, our driveways and every single one peels no matter the application procedure. Personally, I would "ignore" the concrete and go about decorating the area as an outdoor living space.
