Hi Hilary, if you do a search in Amazon or go into a local hardware store you will find these things called masonry anchors (or brick anchors) that are made specifically for mounting in that situation. You will have to drill holes using a masonry bit on a drill, then insert the anchors and then you can put screws (or hangors) into the anchors.
You need screws especially made for cement or cinderblock. Ask at your local home improvement store, they will know what you need.
