Years ago I used a plastic over the door shoe organizer in just this way. It would hold 12 pairs of shoes. You can use any size that fits your spot. I had a fence that worked for the "over the door" thingys. Hung it up; punched a few holes in the bottom of each pocket, put in soil and planted small plants. (I'm too impatient for seeds, but they would work!) This only lasted for a couple of seasons as the hot sun in Summer deteriorated the plastic pretty fast. Sure was cute on the fence!
