How can I paint garden rocks and make a rock garden?

I have 3 recycle bins full of smooth medium garden rocks & I want to create some type of rock garden or flower bed! Help please!

I love rock gardens! Rocks add so much interest to what can otherwise be a difficult area. I like to find different sizes and shapes and then just add them to the garden, adjusting them until I like the looks of them. I have one rock formation that I created where the rocks are set in/at different angles and heights around a cement pagoda. Looks like a part of China and is the centerpiece of my front garden. Others I have used around feature plants to highlight them and to make for easy weed wacking. I'm sure I have made some people wonder when they see me along a road side picking up rocks LOL. Colors, size, shape all add to their appeal for me.
I would spread them out and make yourself a dry river bed. My hubby also purchased glow in the dark rocks from Amazon. Something to change up the evening look.
