      Try using a large paper bag, crumble it into a round shape like a rock and coat it like if you where doing paper macette ( not sure I spelled it right)

    I'm not sure about the lightweight but I got some surprisingly interesting rocks from bags of abandoned concrete at a job site. The contractor had left the bags out where they got wet and hardened so they couldn't be used in construction. I got them for free for just hauling them away. I took a sledge hammer to them a couple of times to break them up then split open the bags. They ended up being medium sized rocks in interesting shapes and have worked very well around several of my trees. They look interesting and I don't have to worry about ringing the trees when I weed wack.

    I would suggest taking the weight n approximate size of desired rock and put in plastic bag. (Thickness of plastic depends on size, from household plastic to heavy trash bags.) Hand shape the damp concrete IN THE BAG then tighten the top of closed bag by spinning hand grip to make smoother closure. Form further to a oval, tall thin whatever your desire. Let it rest and dry slowly. I loosen the top of bag slightly after several hours to completely dry. Might make tiny knitting needle size holes on bottom for drainage if loaded very wet. Must be hard before unwrapping. I do this and it works great. I have used a sand box, lined in plastic or not, for half rocks. I love concrete planters too. Large pots are so expensive. Simple principle of large container, smaller container inside to make concrete sandwich. Form of choice, concrete, interior pour, smaller form for hollow portion to hold plant; weighted interior to hold down until dry (water will float to top, remove with old towel, etc.) Dollar stores are great places to find containers.
