Cats hate the smell of citrus, so I would collect orange, lemon, lime and grapefruit peelings and place them throughout the garden. An added bonus is that they will break down and provide nutrients into the soil.
Of course if all fails....you will need to talk with neighbors!

Plant Rue among your garden plants. Cats will give it a wide beth. They also dislike swaths of marigolds, strongly scented herbs (bunches of basil, sage, etc.).
