I don't want to use cement, I want to be able to move it. It is a double hook and I use it for flower pots in summer and bird feeders in winter.
If you don't want to buy a slip-proof underpaid, place dots of glue from a glue gun all along on the underside of the rug and let dry. Rubber cement also works.
