Peel and stick probably won't work well in a shower due to moisture and humidity.

Not such a good idea for a shower. The water will get between them and mold in not time!
You can cover old tile with new tile. Get Eco Prim adhesive and glue new right over old, or even the wall then grout.

Probably not, the exposure to the water from the shower and the steam (humidity) would cause them to not adhere very well, making the product fail. You could consider mounting them with a proper adhesive, that would decrease the chances of them becoming loose and then grout and seal.
If the seal between the peel and stick tiles loosens it also sets up a pathway for mold to grow.

I would recommend against using peel and stick in areas that can get moist (like a bathroom).
