Make sure the paneling is clean and dry. Prime with a good stain blocking primer like Kilz. Then paint like painting regular walls. Acrylic latex paint will work. If the paneling has grooves you can fill them with non shrink drywall patching compound. Just put on enough to fill the grooves. Let it dry overnight. Next day use a damp sponge to smooth the patch. Then prime and paint.
I think the ticket will be using a good stain-blocking primer first. Is your paneling wood, or is it already painted a dark color? This is my fav primer I use for pretty much everything. https://www.amazon.com/Rust-Oleum-Corporation-270976-Advanced-Synthetic/dp/B00FVB76L4/ref=sr_1_1?keywords=BIN+primer&qid=1572151210&sr=8-1
Use a good primer first, you might need at least two coats to cover dark paneling. Here are some pretty light paint colors: https://thehoneycombhome.com/the-best-white-benjamin-moore-paint-colors/

Clean the panels then use a good primer. You can use any color over it.
