How do I find out if black spots are mold?

Does anyone know where a piece of dark area after a overflow from the apt above me had flooded my floor bathroom nearly 3 years ago & has left darker looking spots on my bathroom ceiling? The landlord only painted over it, then it came through of the spots & after the painting was done, there were bubbles up on the ceiling. I would like if there is somewhere I can go to testing for mold.

They sell testing kits in any hardware or home improvement center. Contact your local HUD office for assistance. Mold can make you really sick. Document everything you do and save any receipts.
Take photos also. The ceiling may need to be cut out and replaced.

If it's mold, your landlord needs to make immediate corrective action to preclude your exposure to mold spores.
You may also wish to contact a legal authority, if necessary, to discuss placing your rent into an escrow account until repairs are effected.
