As in not rain water? It’s probably where the water main comes into your house. Is it in a line with your water shut-off valve? That e would confirm it.

I would have the City Water Dept come out and look at it. That should be free.

A plumber will charge you a trip charge & also for any exploratory digging or cutting of the concrete porch or whatever they want to look at.

Water damage can “travel” a long way and cause damage for many many months down the road. Freeze/thaw conditions make it worse. Take pictures for your records.

If you can't find the source probably should call someone. Check your water bill to see if it's noticably higher. If so call the water co to find any underground leaks.

Contact your water company and is they will bring out their leak detector.

Yes, contact your local water company to see if any of their owned lines are leaking, also as Kelli suggested, check out to see if your water usage (bill) has increased.

Is there a water source near this area, such as a pipe leading to a faucet/spiket for the outside? It may involve a plumber if the water dept finds nothing.
