what is the material encasing the dried flowers? if a plastic, you could wipe it off with a damp cloth, but fabric, probably not.
If the flowers are fastened to the plastic, you could remove the fabric and replace it. But if the flowers are just loose, you can only clean the plastic by wiping with soapy water, then clear. The flowers would disintegrate if gotten wet, that is if they are actual flowers.
