Spray paint. I favor the paint and primer varieties especially Rustoleum universal. It did a fabulous job on my metal mesh patio set.
You should use a spray such as Rustoleum for metal.

I've successfully spray-painted brass using a rusty metal primer followed by a coat of RustOleum spray paint. The primer helps the paint bite into the brass and creates a durable surface. I hope this helps!
I agree with spray paint, but I've also used chalk paint right onto a brass lamp base and works like a charm. Depends on what you're painting and what you'll use it for.
