One thing that came to mind is that phosphates have been removed from laundry detergent due to environmental concerns. However, phosphates really help take out stains. If you're having trouble, an "old trick" (hack) is to use dishwasher detergent because the law doesn't apply to those products. I do hope you can get the chapstick out.
