Just make a sleeve with opening on both ends. At each end make a fold over for a draw string. Match some color to go with kitchen.
Jan....I just use a sleeve of a mans shirt. I hem it at the top of the sleeve and run a ribbon through an opening I left using a safety pin. Tie the ribbon and add a second piece of ribbon for hanging. I then button the cuff, add plastic bags at top by untying the ribbon enough to stuff full and pull one out the cuff. Works great in the garage using a magnet on the freezer whenever someone needs a plastic bag for trash from car or etc.
